SCOPE OF PROJECT:

Clark County Parks and Recreation Department’s Public Arts Office is seeking experienced artists to design, prepare and paint utility boxes throughout Sunset Park, Las Vegas, Nevada. This project is open to Clark County artists only over the age of 18, who are not part-time or full-time Clark County employees or currently under contract for any Clark County Public Arts project larger than $50,000.

BACKGROUND:

About the ZAP Utility Box Program

Initiated in 2005 by Clark County Parks and Recreation in the Winchester Neighborhood, the original ZAP! project was produced to help celebrate the City of Las Vegas’ Centennial 100 Murals project. Almost immediately, ZAP! was embraced by both the arts community and the public at large. Over the years, ZAP! Public Art Series has become a vehicle for bringing public art to neighborhoods throughout the Las Vegas Valley and Clark County. In 2013, when the Clark County Commission created the County Arts Plan, ZAP! was a cornerstone for the newly funded public arts program. This popular series will continue to grow and evolve as the Public Arts Program rises to serve Clark County and its arts community.

For ZAP 20 Sunset Park, as a special edition, will be open to all levels of artists. The theme will be focused on celebrating the ZAP program and public art. Artists will be evaluated based on their CV/Resume, Previous Works and the content of their Letter of Intent. Artists must have experience in public art or large-scale art and in acrylic medium. Previous ZAP artists are eligible to apply.

Each artist will be awarded 1 box with a stipend of $14.55 per square footage of the assigned box given in two milestones. Artists will need to design artwork for the top, front, back and sides of each utility box. Evaluators and County will approve or request for edit. Artists will have (5) five business days to edit and resubmit design proposals. Once approved, the artist will receive the 1st milestone to purchase the necessary materials to paint. The painting period will last for 3 weeks. Artists will receive the final milestone for the completion of murals. Clark County will supply the anti-graffiti coating.

If applying as a team, the project leader will be the sole contractor with Clark County. They will be required to identify all other artists as subcontractors.  ZAP 20 Sunset Park Call for Artist

ZAP 20 Sample Quote Form and Handbook

DEADLINE: Sunday, December 14, 2025, at 11:59pm.

We are excited to announce our 8th Annual Black History Exhibition open call for art, titled ‘Til the Wheels Fall Off. This year’s theme investigates the relationship between Black car culture and the history of Black travel in America. The saying behind the exhibition’s title means to keep going until you can’t anymore and, within Black context, it signifies perseverance, tenacity, and grit. This exhibition celebrates resilience, freedom, and creativity while honoring the legacy of The Negro Motorist Green Book, which guided safe passage for Black travelers across the country during and beyond Jim Crow. Cars became an object that provided freedom, expression, and pride. When enjoying hip-hop, we listen to songs about designer cars, 22-inch rims, reliable buckets, and bumpin’ speakers. Cars and hip-hop are intertwined and an integral part of the culture. We are asking artists to create work based on these experiences and themes. If you don’t know much about Black travel and cars, commit yourself to research or ask friends and family that do partake. Be open to learning how automobiles, Blackness, and the implied freedom of the American Road shape the narratives we are looking for. We’ll see you soon, but for now keep going ‘Til the Wheels Fall Off
