ZAP! 16 - Lamb / 17 - Desert Inn Call for Artist

Scope of Project:

Clark County Parks and Recreation Department’s Public Arts Office is seeking artists to design, prepare and paint utility boxes along Lamb Boulevard, between Craig and Owens and along Desert Inn, from Hualapai to Cimarron, and Hualapai /Count Diero. This project is open only to artists over the age of 18, who are not part-time or full-time Clark County employees or currently under contract for any Clark County Public Arts project larger than $50,000. 

Background 

About the Community 

ZAP 16 on Lamb Boulevard from Owens Avenue to Craig Road in the Township of Sunrise Manor. This location is a mix of residential, commercial and industrial buildings. Some of the houses were built in the 1960s while other properties are of recent years. The area houses the Clark County Walnut Recreation Center which services the surrounding neighborhoods of Walnut in northeast Las Vegas, North Las Vegas, and the Nellis Air Force Base.

ZAP 17 on Desert Inn Road from Cimarron Road and Hualapai Way in the Township of Spring Valley and Summerlin. This location is a mix of residential and commercial buildings. The boxes are located on the major streets of several large residential community associations including the Lakes which has several man-made lakes that were created in the 1980s.  

About the ZAP Utility Box Program 

Initiated in 2005 by Clark County Parks and Recreation in the Winchester Neighborhood, the original ZAP! project was produced to help celebrate the City of Las Vegas’ Centennial 100 Murals project. Almost immediately, ZAP! was embraced by both the arts community and the public at large. Over the years, the ZAP! Public Art Series has become a vehicle for bringing public art to neighborhoods throughout the Las Vegas Valley and Clark County. In 2013, when the Clark County Commission created the County Arts Plan, ZAP! was a cornerstone for the newly funded public arts program. This popular series will continue to grow and evolve as the Public Arts Program rises to serve Clark County and its arts community.

ZAP! usually does not have a theme; ZAP! is about giving an entry level artist the opportunity to experience Public Art. Artists will be evaluated based on the sample artwork provided and the content of the Letter of Intent. Artist must have knowledge or experience in working with acrylic medium. Artist must not have been previously awarded a ZAP box.

Each artist will be awarded one utility box with a budget of $1,200 given in two milestones. Artist will need to design artwork for the front, back and sides of the utility box. The top of the box is not to be painted as requested by Clark County Public Works. Evaluators and County will approve or request for edit. Artist will have (5) five business days to edit and resubmit design proposal. Once approved, artist will receive 1st milestone to purchase needed materials to paint. Painting period will last for 5 weeks. Artists will receive final milestone for the completion of mural. Clark County will supply the anti-graffiti coating.

If applying as a team, the project lead will be the sole contractor with Clark County. They will be required to identify all other artists as subcontractors. Artist contracted with Clark County will be required to provide their Social Security or Federal ID Number, obtain the proper insurances, licenses, and certificates, including but not limited to workmen's compensation insurance, State or Clark County business license or registration, and an OSHA Scissor Lift Certification. 

GOALS 

1. To create opportunities for local entry-level artists to experience working in Public Art.

2. To enrich Clark County with engaging public spaces in which citizens and visitors encounter art that will surprise, delight, and complement County’s commitment to excellence in urban design.

PROCESS

Applications will be submitted and evaluated.  Only 12 artists will enter into an agreement with Clark County. 

PROJECT BUDGET

The commission shall not exceed $1,200. This price shall cover all costs of the project to include but not be limited to artist’s fees, travel, design, storage, materials, supplies, etc.


Milestones for ZAP

  • Milestone 1 – Artist to provide a design proposal, at which time Artist will be paid 50%. This amount is intended for the Artist to secure and purchase materials for the painting and labor costs. $600
  • Milestone 2 – Artist completes painting at which time Artist will be paid 50%. $600

Payment is Net 30 days after receiving goods and services. 

APPLICATION REQUIREMENTS & Evaluation Criteria: 

The evaluation will be scored by the stakeholders assigned to this project.

1. Letter of Intent

  • Provide a Letter of Intent describing your knowledge and interest in this project and public art, including any relevant background with the community and connection to the site. Include any relevant information about your art, education, background, and experience. Formatted as one PDF File.
  • Box Template is provided for use below. The box template will not be considered as a design proposal. It is only meant to be used as a visual element to accompany your Letter of Intent. It is not mandatory, nor will it affect your submission if not used/added.

2. Previous Works

Artist must submit six (6) examples of previous relevant artworks. Artwork that contains offensive language, overtly political, religious and/or sexual content of imagery, including nudity, and copyright infringement shall not be considered. Each page must have numbers that corresponds with the annotated image list and feature a single work. Composites of various artworks in a single page will not be considered. Only include images that are relevant to this project. Do not submit drawings.

Include an Annotated Image List. Each example listed shall include a thumbnail of the corresponding image:

  • Title of Artwork
  • Artist Names (if collaboration or different lead name)
  • Location
  • Date of Completion
  • Dimensions
  • Medium / Materials
  • Budget
  • Brief Description

Format all pages as one (1) PDF File. Total of seven (7) pages.

Applications will be made available after the Application Workshop and must be submitted no later than Thursday, October 3, 2024, by 11:59PM. 

Only applications that have all requirements and have been submitted before the deadline will be accepted. Reach out to staff before the deadline for help if you are having problems submitting.

An application workshop will be presented on Tuesday, September 17 at 2PM. The workshop will cover the details needed to apply for this call. A keyword will be given during the workshop which will be needed to complete the application. Workshop will be remote through WebEx. Attendees will have a chance to ask questions about the project.
