SCOPE OF PROJECT:

Clark County Parks and Recreation Department’s Public Arts Office is seeking (6) six artists to design, prepare and paint utility boxes in the Tropicana Blvd and Boulder Hwy area in Las Vegas, Nevada with a budget of ($1,200) one thousand and two hundred dollars which includes not only the requirements under scope but all necessary materials/supplies, labor, and surface preparation. This project is open to Clark County artists over the age of 18, who are not part-time or full-time Clark County employees or currently under contract for any Clark County Public Arts project larger than $50,000.

 

BACKGROUND:

About the ZAP Utility Box Program

Initiated in 2005 by Clark County Parks and Recreation in the Winchester Neighborhood, the original ZAP! project was produced to help celebrate the City of Las Vegas’ Centennial 100 Murals project. Almost immediately, ZAP! was embraced by both the arts community and the public at large. Over the years, the ZAP! Public Art Series has become a vehicle for bringing public art to neighborhoods throughout the Las Vegas Valley and Clark County. In 2013, when the Clark County Commission created the County Arts Plan, ZAP! was a cornerstone for the newly funded public arts program. This popular series will continue to grow and evolve as the Public Arts Program rises to serve Clark County and its arts community.

 

ZAP does not usually have a theme; ZAP is about giving an entry level artist the opportunity to experience Public Art. Artists will be evaluated based on the sample artwork provided and the content of the Letter of Intent. Artist must have knowledge or experience in working with acrylic medium. Artist must not have been previously awarded a ZAP box.

 

Each artist will be awarded one utility box with a budget of $1,200 given in two milestones. Artist will need to design artwork for the front, back and sides of the utility box. The top of the box is not to be painted as requested by Clark County Public Works. Evaluators and County will approve or request for edit. Artist will have (5) five business days to edit and resubmit the design proposal. Once approved, the artist will receive 1st milestone to purchase the needed materials to paint. The painting period will last for 4 weeks. Artists will receive the final milestone for the completion of the mural. Clark County will supply the anti-graffiti coating.

 

If applying as a team, the project lead will be the sole contractor with Clark County. They will be required to identify all other artists as subcontractors. Artist contracted with Clark County will be required to provide their Social Security or Federal ID Number, obtain the proper insurances, licenses, and certificates, including but not limited to workmen's compensation insurance, State or Clark County business license or registration, and an OSHA Scissor Lift Certification.

Seven Possible Sites. Six sites available, one extra site for backup.

 

GOALS

  1. To create opportunities for local artists to experience working in Public Art.
  2. To enrich Clark County with engaging public spaces in which citizens and visitors encounter art that will surprise, delight, and complement County’s commitment to excellence in urban design.

 

PROCESS:

Applications will be submitted through Clark County’s Submittable platform and will be evaluated by an outside panel. At least six (6) artists will enter into an agreement with Clark County.

 

PROJECT BUDGET:

The commission shall not exceed $1,200. This price shall cover all costs of the project to include but not limited to artist’s fees, travel, design, storage, materials, supplies, etc.

Milestones for ZAP

  • Milestone 1 – Artist to provide a design proposal, at which time the artist will be paid 50%. This amount is intended for the Artist to secure and purchase materials for the painting and labor costs. $600
  • Milestone 2 – Artist completes painting, at which time the artist will be paid 50%. $600 
  • Payment is Net 0 days after receiving goods and services.

 

APPLICATION REQUIREMENTS & EVALUATION CRITERIA:

The evaluation will be scored by the stakeholders assigned to this project. Read all Call information & submit the following documents:

   1. Letter of Intent

  • Provide a Letter of Intent describing your knowledge and interest in this project and public art, including any relevant background with the community and connection to the site. Include any relevant information about your art, education, background, and experience. Formatted as one PDF File. 
  • Box Template is provided for use below. The box template will not be considered as a design proposal. It is only meant to be used as a visual element to accompany your Letter of Intent. It is not mandatory, nor will it affect your submission if not used/added. 

   2. Portfolio of Relevant Images

  • Artist must submit six (6) different previous acrylic artworks. Artwork that contains offensive language, overtly political, religious and/or sexual content of imagery, including nudity, and copyright infringement shall not be considered. Each page must have numbers that corresponds with the annotated image list and feature a single work. Composites of various artworks in a single page will not be considered. Only include images that are relevant to this project. Do not submit drawings.
  • Include an Annotated Image List. Each example listed shall include a thumbnail of the corresponding image:

                2. Artist Names (if collaboration or different lead name)

                3. Location

                4. Date of Completion

                5. Dimensions

                8. Brief Description

For ZAP 20 Sunset Park, as a special edition, will be open to all levels of artists. The theme will be focused on celebrating the ZAP program and public art. Artists will be evaluated based on their CV/Resume, Previous Works and the content of their Letter of Intent. Artists must have experience in public art or large-scale art and in acrylic medium. Previous ZAP artists are eligible to apply. 

Each artist will be awarded 1-3 boxes with a budget of over $2,000 given in two milestones. Artists will need to design artwork for the top, front, back and sides of each utility box. Evaluators and County will approve or request for edit. Artists will have (5) five business days to edit and resubmit design proposals. Once approved, the artist will receive the 1st milestone to purchase the necessary materials to paint. The painting period will last for 3 weeks. Artists will receive the final milestone for the completion of murals. Clark County will supply the anti-graffiti coating.

About Our Gallery Program:

Our gallery serves as a dynamic space for artistic expression and community engagement. We host a variety of events that celebrate creativity and bring people together. Musicians are an essential part of this experience, enhancing the atmosphere and providing unforgettable performances.

Guidelines

  • Applicant(s) must be at least 18 years of age.
  • Applicant(s) must have previous experience performing publicly.
  • Offensive language or any overt references to smoking, drugs, alcohol, political, religious and/or sexual content, or imagery, including nudity, shall not be permitted.
  • Applicant(s) must perform for a 2 hour duration with a 15 minute break in between.
  • Performer(s) required to do their own setup and provide their own equipment. County will only provide venue and power for performance.
  • Performer(s) can only play acoustic sets or those of a similar sound level. No acoustic drum sets will be allowed unless applicant(s) inquire about the use of drum brushes, but Clark County Public Arts reserves the right to deny such use. A drum rug will be required in case this option is permitted.
  • Clark County Public Arts reserves the right to disqualify and remove any performers that pose a threat or cause harm to the public, the facility, or staff.
  • Applicant(s) acknowledge that the gallery is a public space. Performers in the gallery may be photographed by visitors, members of the press, and County staff for promotional and educational purposes. This includes social media postings before, during and after the event.
  • By submitting an application, you acknowledge that inclusion in the Musicians List does not guarantee performance opportunities. It serves  as a resource for event organizers to select musicians based on their specific requirements and availability.

As a reminder, typical engagements for the poet laureate include appearances at libraries, museums, literary festivals, book clubs, bookstores, educational institutions, writing conferences, veterans' events, and media interviews.

The Clark County Public Arts Office oversees the poet laureate program, collecting invitation requests and providing Ms. AyeVee with an annual stipend that covers part of her materials and travel expenses. While the role of poet laureate is prestigious, it is not a full-time position, and Ms. AyeVee does not have an office at Clark County.
