SCOPE OF PROJECT:

Clark County Public Arts office is seeking a professional digital artist (or art team) to work with youth to create inspiring, encouraging, and empowering messages for the bathroom stalls at the Walnut Recreation Center with a budget of ($4,000) four-thousand dollars which includes not only the requirements under scope but all necessary materials/supplies, labor, and surface preparation.

 

BACKGROUND:

About Walnut Recreation Center

For more than 10 years, the Walnut Recreation Center has been the only Clark County recreation/resource facility in the lower north-east area of Las Vegas. Walnut Recreation Center offers a variety of free and paid programs and services. In the past ten years, Walnut has grown to accommodate the 89115 community, a good portion of North Las Vegas, and the Nellis Air Force base. The amenities include, a multi-generational recreation center, fitness room, an adjacent outdoor residential park, a neighborhood waterpark, and future reservable outdoor sports and practice fields.

About the Project

The Empowerment Art project aims to inspire the community by spreading empowering messages through art. The project consists of a digital artist or art team to host community engagements at the recreation center with the kids from the community. During the engagements, the artist or art team will talk to the kids about self-empowerment and help raise each other through art. The artist or art team then takes inspiration from the engagements to create digital designs which will be installed in the bathroom facilities as vinyl wraps.

The digital artist/art team will need to facilitate community engagements with the youth ages ranging from 9 years old to 12 years old of Walnut Recreation Center to submit a proposal. The community engagement proposal should include a description, schedule breakdown, and materials list. Engagement hours will be scheduled during Summer 2025, Mondays through Fridays, in between the hours of 7 AM – 6 PM. Artist(s) must coordinate with the Walnut Recreation Center to schedule engagements and agree to be available for the duration of the engagement hours.

Digital Artist will create digital designs with inspiring, encouraging, and empowering messages aimed at the facility’s youth patrons. Original digital art must follow the theme, and be creative, unique, engaging, and age-appropriate. Clark County will hire an outside business for the printing and installation of the vinyl designs.

 

GOALS:

  1. To engage with the youth of Walnut Recreation Center and lead engagements that focus on positivity and empowerment.
  2. To create digital artwork to be installed in the bathroom facilities that reflect empowering images/messages from the engagements.

 

PROCESS:

Applications will be submitted through Clark County’s Submittable platform and will be evaluated by an outside panel. The artist with the highest score will be awarded the project and enter into an agreement with Clark County.

 

PROJECT BUDGET:

The commission shall not exceed $4,000. This price shall cover all costs of the project to include but not limited to artist’s fees, travel, design, storage, materials, supplies, etc.

 

MILESTONES:

  • Milestone 1 – Artist(s) to provide a community engagement proposal, once approved Artist will be paid 50%. This amount is intended for the Artist to secure and purchase materials for community engagement and labor costs. $2,000.
  • Milestone 2 – Artist(s) to provide digital artwork with the theme of empowerment and inspired by community engagement. Once approved by the panel and accepted by the vinyl company hired Artist will be paid the final 50%. $2,000
  • Payment is Net 0 days after receiving goods and services.

 

APPLICATION REQUIREMENTS & EVALUATION CRITERIA:

The evaluation will be scored by the stakeholders assigned to this project. Read all Call information and submit the following documents. Incomplete applications will not be reviewed:

  1. Letter of Intent: Provide a Letter of Intent describing your knowledge and interest in this project and public art, including any relevant background with the community and connection to the site. Describe what type of community engagement you would like to lead for this project. Include any relevant information about your art, education, background, and experience in digital artwork. Formatted as one PDF file.
  2. Experience: Curriculum Vitae (CV) or resume, up to two (2) pages. Make sure to list experience on digital art projects, community engagement, and public art projects. Formatted as one PDF File.
  3. Previous Works: Artist(s) must submit six (6) different digital artworks previously created. Artwork that contains offensive language, overtly political, religious, and/or sexual content of imagery, including nudity, and copyright infringement shall not be considered. Each page must feature a single work. Composites of various artworks on a single page will not be considered. Non-digital artwork will not be considered. Only include images that are relevant to this project. Do not submit drawings, paintings, or sculptures.
  4. Annotated Image List: Each example listed shall include a thumbnail plus the following information for each image: Title of Artwork, Artist Names (if collaboration or different lead name), Location, Date of Completion, Dimensions, Medium / Materials, Budget, and Brief Description.
